In 1978, China started to implement the policy of opening to the world. Hong Kong became the most important window for Chinese overseas communication and business.

In Oct. 1978: DEI was set up in Hong Kong, with registered capital US$1M. DEI was one of the two earliest companies to handle hi-tech business with China:
